Why does my ipod touch does not have home screen wallpaper?

i have a 3rd generation 8gb ipod touch, and i just got the iso4.0.2 update and as far as i know it should let me set one of my pics as my home screen wallpaper but i can only use them in the lock screen

please help me solve my problem
